The Minutes of the MANAGEMENT COMMITTEE Meeting
held at Henfield Cricket Club on Tuesday 26th September 2006
Present
Norman Teague, Richard Prokopowicz, Laurie Claydon, Nic Nolan and representatives of member clubs with the exception of Broadwater, Southwater and Southwick.
Apology was received from Paul Tolchard.
The
minutes of the meeting held on September 5th 2006 were approved and signed by
Norman Teague. There were no matters arising.
Correspondence
St. Andrews v Horsham Trinity 1st XI fixture on 2nd
September 2006.
After receiving all correspondence from the umpires in the above mentioned match, the committee found Horsham Trinity guilty of breaching the Code of conduct with reference to control of their players with pressure put on umpires to continue a match which at one point had been abandoned. The committee have imposed a 30 point deduction for Horsham Trinity for the 2007 season. Their Captain has a suspended 2 match ban which will be imposed if found guilty during the 2007 season and Horsham Trinity are warned as to their future conduct.

Competitions Secretary:
Laurie mentioned that two trophies had not been returned. There were 13 late statistics forms, Laurie was very unhappy with the lateness and the fact that a number were wrongly completed. He offered congratulations to Crawley Eagles 1st XI for winning Division One at their first attempt, Findon 2nd XI for their 16th 2nd XI Division One title and Middleton 1st XI for their second promotion in a row as Champions of their Division.
There were problems with split matches due to the football World Cup. Norman and Laurie stated in future there would be no split fixtures. The Sunday Cup had had difficulties with scratched matches and a semi-final decided on the toss of a coin!
Laurie asked for clubs to check averages and if there were any problems to inform him.
Treasurer:
Richard stated that we are financially in a good position. We have £4230 in the bank with more fines to add.
Annual Dinner
Clymping and Arundel reported that there has been a slow uptake and they are still waiting for Clubs to contact back for response and money. At present approximately 120 people are attending. Norman informed all Clubs that Peter Graves will be attending.
Any Other Business
(i) Rule Changes:
There was a suggestion of forfeiting the toss for late arrival by either team. A proposal for the toss to be conducted no later than 10 minutes before the scheduled start time of the match and forfeiting of the toss by the team arriving late to be put to the AGM. Laurie to word proposal for inclusion on AGM agenda.
Aldwick proposed a 45 overs a side match. Norman asked if sides were happy with the current 94 over format. Clubs appeared generally happy with the structure. The overs will stay the same. There was a proposal for changing the points for Clubs who insert their opponents. Proposals are to go for 1 point at 6 wkts, 2 at 7, 3 at 8 etc. or 1 point at 2 wkts, 2 at 4, 3 at 6 etc. Laurie to word proposals for inclusion on AGM agenda.
Aldwick proposed a minimum age for umpires to be set at 18. Several Clubs mentioned this would be difficult as you can be a qualified umpire under this age and a number of 2nd XI Clubs are filled with colts. Clubs were happy with the present arrangements.
(ii) Norman asked for a crackdown on dissent and asked umpires to get together with Captains before matches.
(iii) Clubs are happy with the current match balls used.
(iv)
Laurie mentioned including a rule
covering the return of the trophies. Any lateness or dirty cups will result in
fines. Suggestion about suspended points deductions for late return of
statistics.
(v) Middleton are happy to continue to organise the Sunday Cup competition, they mentioned they need to tighten up on the rules. Please return the intention to participate slip to Bob Warren stating whether your Club wishes to enter for 2007.
(vi) Secretary, Nic Nolan, will be away from 10th-25th October if people can contact Norman Teague during this period that would be greatly appreciated.
(vii) The Committee thanked Paul Woods for his efforts in collating the results for the Laurie Cheesman Awards. Paul informed that a number of forms had arrived late and some had not arrived at all. Middleton had the best marks for 1st XI's and Pagham for 2nd XI's. In reference to low marks Paul asked for Clubs to send reasons to the Committee and state why. It was mentioned whether it was worth continuing with the Award. Paul stated that he was happy to continue.
The meeting started at 8pm and doncluded at 9.15pm
The next meeting is the AGM for all Clubs, to be held on Tuesday November 28th 2006 8pm at Henfield Cricket Club.
